Energy Legislation Update

In early September, Senate Majority Leader Reid (D-NV) declared climate legislation dead, indicating that the Senate would have to pursue smaller, piecemeal bills. Many bills were quickly introduced, but the Senate left for mid-term campaigning before taking action. With Congress now back in session, a number of these smaller bills, dealing with energy production, tax credits, and energy efficiency, are fighting to make it to the floor before the end of the year.

Recovery Through Retrofit Program

The goal of the Recovery Through Retrofit Program is to save homeowners money and to create jobs.

This program was born last May when Vice President Biden asked the White House Council on Environmental Quality (CEQ) to develop a proposal for Federal action that would expand green job opportunities in the United States and boost energy savings by improving home energy efficiency. As a result of Vice President Biden's request, the CEQ facilitated a broad interagency process that resulted in the Recovery Through Retrofit report, which was released last October.

So the mid term elections are over and the Republicans have taken over the house and picked up a bunch of seats in the Senate. This probably means the next two years will be different than the last two with some good news and some bad news along the way. Let’s get the bad news out of the way first.

New Standard for Sustainable Manufacturers

Whether we realize it or not, almost everyone has seen the Underwriters Laboratories (UL) logo on everyday household items such as toasters, microwaves, or other electronics.

UL Environment, in partnership with Greener World Media, has now developed the first, organization-wide sustainability standard that will be used to assess and measure corporate policies and practices, known as the ULE 880: Standard for Sustainable Manufacturers.

ULE 880 defines core sustainability metrics for manufacturing businesses within the following five domains:

Florida Suspends HVAC Rebate Program

The Florida Energy and Climate Commission regrettably suspended its new HVAC rebate program last week due to an unresolved dispute over funding. The funding issue is centered on whether the state can spend federal funding for the rebate program prior to state budget approval. Florida's budget was finalized in May but did not include the federal appliance rebate money which had not arrived until August.

The reminder is prompted by the recent news of a civil lawsuit that was filed on August 11, 2010, stemming from a tragic carbon monoxide poisoning incident of a family of four in Aspen, Colorado, in November 2008.

According to the article in the Aspen Daily News, Relatives of the victims killed by carbon monoxide poisoning in the Aspen-area home filed a civil lawsuit targeting 12 defendants, including three local men, the owner of the home, the manufacturer of the boiler that allegedly leaked the carbon monoxide, the county, and the county's community development department.

Home Star Energy Bill, Summer Recess Update

Discussions continue around the Clean Energy Jobs (Home Star) and the Oil Accountability Act which is now being referred to as the "Spill Bill." President Obama, speaking on Monday outside of a battery manufacturer in Wisconsin stressed the need for federal support for clean energy programs. The President stated those clean energy programs will create jobs to help the economy recover and continue to surge ahead.
